A Chronological Record of Events as they have Transpired in the City and County since our last Issue.

The Soda Mill Burned.

The "soda mill" at the Independent Powder company’s plant southwest of the city burned to the ground about 4 o’clock yesterday afternoon with most of its contents and another loss is added to the unfortunate record of this concern. The material burned yesterday contains explosives but it is not affected by heat farther than to burn and there was no particular danger to life by the conflagration. The mill plant is closed while a new mill is being built.

The fire caught from the fire box of the engine, which is a small affair used for no other purpose than to run the light machinery in this building. The mill was a small structure 20 by 30 feet and contained apparatus for grinding and drying nitrate of soda, which is one of the chemicals used in the powder mixture. The company has no way of fighting a good sized fire at the plant and the blaze yesterday was not discovered in time to be quenched by the ordinary methods.

Carthage Council Meeting.

Carthage City Council will be meeting Tuesday July 13 at 7:30 P.M. On the agenda are the reports from the Mayor, miscellaneous officers of the City, Claims Committee, Standing Committees, Special Committees and Board Liaisons, with citizen participation period following. Old business on the agenda includes the discussion of three city ordinances including C.B. 04-33, C.B. 04-34, and C.B. 04-35. New business includes a tape presentation of Discover America, Carthage, MO and the city ordinance allowing Mayor to enter into an agreement with the Carthage Soccer League, Inc.

Ordinance C.B. 04-33 involves the utility rate changes for wastewater services as requested by the Carthage Water & Electric Plant Board (CW&EP). Council member Ronnie Well spoke against the increase during the first reading at the last Council meeting.

Ordinance C.B. 04-34 being reviewed is where the Mayor is authorized to execute amendment number two to the City of Carthage Fire and Police Personal Pension Plan. The amendment states if an active participant should die before reaching attained age fifty and being credited with fifteen years of service, his surviving spouse shall be entitled to a Death Benefit if the participant has at least five years of credited service. The amount of the monthly Death Benefit will be the benefit that would have been payable to the participant if (s)he had (i) terminated his employment with the Employer on the date of his death, (ii) survived to his Early Retirement Date (as selected by the surviving spouse) and (iii) elected to receive his benefit in accordance with Section 5.2(e) with a 100% surviving spouse continuation. If the deceased active participant is not survived by a spouse, his beneficiary shall be entitled to receive the amount credited to his Contribution Account as of his date of death, payable in a single sum.

Ordinance C.B. 04-35 is the last on the agenda for the old business. The ordinance authorizes the Mayor to execute a contract between the City of Carthage and Sprenkle and Associates, Inc. for engineering services for a period of three years.

I see that toy pistols are lookin’ so realistic they are now have to be manufactured with a red tip on the barrel. This is to alert folks that the weapon is fake.

‘Course back in the fifty’s cap pistols mostly looked like toys. There were a few exceptions, but they typically were too expensive for most kids to afford.

If I remember correctly, a lot of the cap guns in my neighborhood didn’t fire many caps anyway. Usually we preferred a good loud vocal "bang, bang." ‘Course whoever you were pretendin’ to shoot at counted the bangs and knew when your six shooter was empty. To counter a sudden rush, many of the "gang" would vocally announce "reload, reload" before the sixth shot. We always had hundreds of rounds available that way of course, and never suffered from powder burn.

Doctor’s Office Visit Can Raise Blood Pressure

DEAR DR. DONOHUE: I take my blood pressure at home. Every time I go to a physician’s office, the readings are considerably higher than the ones I get at home. If this isn’t white coat high blood pressure, what could it be? — R.L.

ANSWER: You qualify for white coat hypertension. A visit to the doctor’s office is a source of anxiety for many people. Their blood pressure rises. That’s white coat high blood pressure. If you want to read the latest about it, ask your local library to get a copy of the March 17 issue of the Journal of the American Medical Association. You’ll find a study that says home blood pressure readings are better indicators of a person’s health than are the readings taken in a doctor’s office. (This does not hold true for people without white coat high blood pressure.)
