"Where are you taking those hogs?"

"I’m turning them loose in the woods to feed on the acorns," said the farmer.

"We don’t do that in the North; we pen them up and feed them."

"What for?"

"Why," answered the Northerner, "that gets them fat so much faster. It saves time."

"Aw," the Southerner answered, "what’s time to a hog?"

Jasper County Commissioners Raising Money.

The Jasper county commissioners to the Trans-Mississippi Exposition at Omaha are now casting industriously about for a plan to raise money for the state exhibit. The matter has been laid before the county court, but they declined to appropriate a cent for the purpose and the money must now be raised in some other manner. It is probable that the Commercial Club will take up the matter at once.

The commissioners meet at St. Louis, April 8, and will decide what amount of money can be used for the exhibit. The estimate will be made not on promises, but on the amount of cash actually on hand.

County Clerk S. A. Stuckey has exposition buttons for sale, but he is so closely confined to his office that he has little time to push the sale. Mr. Stuckey expects to leave tonight for St. Louis to confer with the officers in regard to the prospects of the Missouri exhibit.

Groundwork Laid for Incentives.

The public hearing relating to incentives for residential developers last Thursday evening may result in modifications of the proposed programs.

There was some objection by developers to the restriction of only being reimbursed for curb and gutter installation and paving costs after being fully developed. This would mean no costs could be recovered until homes were completed on the lots served by the streets. This stipulation may be reconsidered.

Under the proposal, no developer could receive more than $20,000 for each category (curb and gutter or paving) in any given year. The City would make a total of $100,000 available for each category.

The hearing also covered the new proposed sewer main recoupment policy. Under this program, anyone extending a sewer main could recoup up to 100% of the costs if additional service taps were made on the extension within a five year period. A tap fee of at least $500 would be charged for each connection and 90% of that would be refunded to the party originally paying for the extension.

Background: Jackie’s family moved to Carthage in 1981. Her husband Alex is now a Vice-President with CARMAR. She has been employed as an interior designer at Ethan Allen since June of 1997. She graduated from the University of Georgia. Since moving to Carthage she has been active in many civic organizations including serving on the United Way Board nine years and being active in McCune Brooks Hospital Auxiliary. Jackie was elected to the Carthage R-9 School Board and has served on the City Council for five years.

Why run/qualifications: Jackie has five years of Council experience and has been involved with a number of projects during that time. One that she has been interested in from its beginning is the Myers Park development. Her experience on the Council and on the Budget Committee has involved her in a number problems such as infrastructure improvements, storm water control, and policy development. All of these are ongoing concerns, and she would like to continue to use her background in these and other areas to benefit the City.

Goals: Jackie pledges to work toward seeing Myers Park become a commercial success and for it to add to the prestige of the city. The construction of additional moderate income housing is another goal. She would like to see an increase in the participation on the part of the Carthage citizens in the government of the City, and greater interest in the Council.

Background: As a Carthage resident since 1966, J.D. graduated from high school in 1970, attended Missouri Southern State College, and during his military career, attended the University of Maryland. His U.S. Army, Missouri National Guard, and Corps of Engineers service spans from 1976-1993. He is currently an account manager with M.S.W., Inc.

Why Run/Qualifications: Mayor Riley appointed J.D. to the council in 1997 to fill the ward three vacancy. J.D. uses a common sense approach to city business. He listens a lot, and only speaks when he has something to say. He is "pro-growth with control" without losing sight of our "small-town" image.

Goals: As expressed in J.D.’s response to the candidate profile project "Let’s get out of the real estate business, and get on with Myers Park Development. Let’s get us a general aviation airport. Let’s continue to support our business and industry to attract more business and industry. Let’s get off "dead center" on some of these issues, and take some action!"

Background: Bob and his wife Alice moved to Carthage in June of 1993 from Rochester, Minnesota. He is a high school graduate and attended one year of college. He is a graduate from Bliss Electrical School (now a part of Maryland University). He also attended agricultural courses, and owned a Grade A Dairy Farm. Additionally, he was a real estate broker, and served in the military, state-side, and in Europe as a photographer.

Why Run/Qualifications: His desire is to continue the efforts of many to improve Carthage as a great to live and raise a family. The city has needs for improvement, but as we work together these needs can and will be met, according to Bob. He believes that it is time to work together - as a team - not with separate agendas. He lists his qualifications as an executive secretary, clerical skills in addition to computer installation, programming and repairs during his 38-year career with IBM.

Goals: It has been brought to Bill’s attention that Memorial Hall is in need of updating. In particular, the kitchen facilities are in much need of modernizing, and other portions of the building are in need of restoration. He would also like to see improvements in highway signs designating Carthage’s location, and enhancing it’s tourism attractions.

Background: Trisha grew up in the Carthage area and attended Carthage Senior High School and received a degree at Southwest Missouri State University in Springfield, Missouri. She has lived in Carthage since 1991, and is self employed as an independent insurance agent. Since owning and managing her own corporation for 13 years, she enjoys the challenge of meeting business goals and developing a rapport with her clients. Personal interests include her husband and two children, active involvement in their church and our eight horses.

Why Run/Qualifications: Trisha’s past professional experience includes working for a Fortune 500 farm equipment manufacturer in a management position accountable for supervising and managing personnel. Within the sales organization, she was responsible for negotiating and effecting agreements within our dealer network. Duties included implementing and maintaining yearly budgets, initiating long-term marketing strategies and making firm decisions when necessary. She bring years of sales experience combined with strong verbal and written communication skills which would assist the council in developing dialogue to achieve goals of compromise and negotiation.

Goals: As a candidate for the city council from the Fourth Ward, her overall purpose for running for the council is to encourage and develop a professional and decisive council not based on personal interests and hidden agendas. Trisha is dedicated to serving all of the varied interests of our dynamic community which is poised for major economic growth and expansion in the near future.

Goals: She cites as her main goal "to accomplish what’s best for Carthage."

Background: Lujene and her husband Alan moved to Carthage five years ago from Atlanta, Georgia. She currently works in the retail industry for The Disney Store, Inc. She has 13 years in medical office management and nursing. Her college major was Business Administration with an accounting minor prior to moving into the medical field. She also has experience in a law office with an emphasis on legal research. However, she sites her favorite job as a mother to her two and a half year-old son Devon!

Why Run/Qualifications: Lujene enjoys life in Carthage and believes it is one of the prettiest small towns in America, yet progressive enough to ensure a bright future for our children. She wants to play an active role in the continued growth and success of our city while preserving our historic heritage. Her educational background in business/accounting as well as her diverse work experience has been very beneficial during her first term on city council. "As for qualifications," she adds "I hope my record speaks for itself."

Goals: Lujene has a long wish list to benefit Carthage-develop and implement a long range plan (vision) for Carthage, lower real estate taxes, continue infrastructure improvements (such as stop lights on Garrison, 71-Fairview Interchange, etc.), storm sewers, storm water management, lighting at the HH Interchange, Carthage Highway Signs, more entertainment opportunities to Carthage such as movies, restaurants, etc., more recycling options, gain "Tree City USA" designation for Carthage, explore grant funding for airport relocation including "glassphalt" grant, and landscaping around the Police Department to enhance the building’s appearance.

Goals: He would like to see the softball fields moved to Fair Acres, and to stay current on changes affecting electric utility deregulation.

Ever’ time the discussion of incentives for new developments comes up, I have to bring up the idea of providin’ established neighborhoods with similar incentives. This springs from a phone call I got several years ago when the idea of the City payin’ for curb and gutters for new developments was bein’ discussed. The caller wondered why, after livin’ in the City for many years, payin’ taxes, that his street couldn’t also have curb and gutters. I couldn’t come up with a legitimate reason the City should spend funds for new development when it doesn’t do the same for old developments.

I understand the reasonin’ behind promotin’ new neighborhoods. I’m not sayin’ it should be an either or situation. I’m sayin’ there is also a value in promotin’ the upgradin’ of those neighborhoods with no curb and gutters. It also makes sense in the efforts to control the existin’ storm water runoff problems. Bring on the new, but also take care of what’s already here.

The Super Handyman

Dear Al : One of my favorite painting tools is a plastic bread bag. Not for painting but for everything else. These things are great to use as gloves to keep your hands clean. You can store your brushes and rollers in them while you are taking a break, and you can even wear them over your shoes to keep them clear of drips. A cleaner chore is "in the bag"!- J.D.

Q: Is there some of an insecticide to kill centipedes? I live on the second floor of my building and still get them inside and out. I don't want to discolor the wood floors or carpet . What would you recommend?- C.S.

A: Diazinon or malathion can help control the centipede population, and there may be others. You could use insecticide dusts or granules under and behind appliances. Sprays can also be used.

With any insecticide, be sure to follow label warnings.

Generally, centipedes come from outside, so some effort may be needed there, too.

Good luck. Centipedes can be difficult to eradicate.

Dear Carrells: The old wallpaper in my dining room was a mess to remove. After I finally got all the paper off, I found a layer of adhesive was left behind on the wall. Hot water worked to remove it, but the water was even more messy. I found the best tool to use with it was a car squeegee. It's small and has a rubber blade on one side and a scrubber on the other. The scrubber roughed up the glue, and the squeegee took it right off the wall to smooth the new wall. I'm going to try to use the squeegee to smooth the new wallpaper into place. I think it will work for that too.-M.H.
